What is the air metering valve, how does it operate, and
where is it located?

The symptoms you mention sound like the problem I've experienced
a few times- a slight hesitation around 3-4k rpm. If the symptoms
are not this mild and really more of a pronounced misfire and/or
hitting a brick wall, then maybe it's not the case.

The brick wall feeling I've gotten was when my lower wastegate
hose was bad and the fuel cutoff kicked in at 4400 rpm at full
throttle. Man, was that violent- almost makes your head snap
forward.
