They don't seem to be up to much.  What you are blocking are broadcasts
in your subnet by people within the same subnet who forgot to turn off
their "Windows file and print sharing."  You figure this out by looking
at the ports (137,138 are used by netbios over IP), and the 255 at the
end (broadcast address).  No malice there, this is standard windows 
behaviour to make all the machines in the network to magically appear
in your "network neighnourhood."  They accomplish this by making the
machines shout [sub]net-wide.
