Yes.  If I remember correctly it is indicating that there may be ice.  It's

Hi,

I have noticed something peculiar this winter with my outside temperature
gauge. With temperatures below 21 degrees, my snowflake goes out, and comes
back on when it warms to 21 again? Is this supposed to happen?
