4KCSQ Squishy Brake Pedal

Here are the symptoms on my '86 Audi 4000CS Quattro
(stock brakes except for stainless steel lines).
Brake pedal is soft n' squishy, but the car still
stops fine with a minimal amount of effort, locks the
wheels if you stand on it, etc. It has been this way
since I got the car. It's sitting low enough though
that I cannot, for the life of me, heel-toe the car.
It's very disconcerting to someone who is used to
rev-matching on downshifts.
It doesn't get all that much harder if you pump the
pedal. The steering doesn't seem to be affected at
all. I'm not leaking any fluids visibly.
I'm new to older Audis. Does this car use the same
hydraulic fluid for steering and brake booster? What
is a likely cause of this?
