the cat does not "send a signal" to the OXS. it is after the OXS and
tries valiantly to clean up some of the combustion byproducts passing
its way.
theory: intermittent idle switch. if it is "open" instead of closed at
idle, the engine does not "know" to lock down to 850 rpms or whatever.
