But I bet the parts are on the invoice.  This is fraud.

I currently have a case in the UK where an ostensibly reputable (many
would recognise the name) has supposedly performed work on a car
involving the fitting of a new and expensive part.  T'ain't so - the
part has not been changed since it left the factory. One of the
securing screws is totally rounded out so I suspect they _tried_ to
change it and hit a problem.  Rather than fix the problem, they sent
the car back out and invoiced the customer as if nothing had happened.
