on again off again voltage is a classic symptom of worn brushes (replace
them or just replace regulator - Avi has better ones - I think he is on
the audifans dot com vendor list).

regulator could fail with many differnt symptoms... no charge, low
charge, or as you say, high charge.

the alt itself is probably just fine.

could also be a chafed almost through/shorting "thin blue wire"
