wuzzat VAG tool?-Now oil differences

This is indeed a puzzle to me as well.
Our 93 Toyota Carina E company cars were on a 6000 mile oil change cycle,
but the replacement 1995 models were spec'ed  at 9000.
I think the norm now is 10k to 15k in the UK but in the USA it is 3000 no
matter what.
So is it the oil is crap, jiffy lube like to make money out of us, engines
are dirty here ? or even that bush man uses oil changes to pump the economy
up !!!!!
