I would imagine the ECU fuse bypasses the safety interlock. By the way,
to clarify your last sentence, if the engine stops (with the fuse OUT,
safety ON), the fuel stops, even with a broken fuel line. Override the
safety and even if the engine stops in an accident, there is still
potential fuel flow under pressure.
