The sounds like a sticking e-brake.

Best way to check:

car on level surface, e-brake off, front wheels chocked, car out of gear

Raise driver's side rear wheel and attempt to turn wheel. It should
turn easily - if in doubt compare with the rear wheel on the other
side. If not it will probably be the e-brake mechanism which has siezed
and is not releasing properly. Alternatively, it may be a cable fault - they 
usually catch inside the sleeve and need replaced.
