Strange test drive

Hi,
I don't know how best to explain this but here goes....
I currently have a 5000cstq which I love. By accident I found a
'91 20020v avant for sale, so I figured, what the heck, I'll
have a look.
Now the guy selling it tells me that he has the Stage II chip
in it, but the boost gauge (standard Audi boost gauge) only
goes up to 1.7 and you need to do special wiring for it to register
beyond that. I don't know any better until I do more research,
so I say "Ok" and take this thing for a spin.
Slugish. That is all I can say. So, I think something is very
very wrong here. From everything that I have read the 200 20v
should be much much faster than my unmodified 5000cstq, but
it wasn't! And the boost gauge never read past 1.5.
So my question is: If this does really have the Stage II chip
in it, is that correct what was stated about the boost gauge?
And even then, why the hell did it feel like I was driving an
old Nissan 4 cyl. truck instead of a wonderful Audi?
