ECU experts, I need your help!

Hi.

The car, 200tqa '89, does not have  a spark on the coil.  Coil test ok
but ECU control function test failed, I think. But I have some doubts:
Bently says that ECU pin 22 (power stage connector pin 2) should deliver
0.2V at least when I crank.  Multimiter shows different number: 0, 1.3V,
something else.  What form and level of the signal should be?
Wire from ECU pin 22 to power stage transistor is ok, ground strap is
ok.

If ECU does not send correct signal to pin 22, what maybe the cause?
Can RPM sensor or timing reference sensor block it if either one bad?

Can someone fix ECU? How difficult to find MAC-14? Which way is cheaper?
