Most likely a bad idle switch, which is mounted on the bottom of the
throttle body.
Can test switch by locating leads to switch and check for continuity when
closed, no continuity when throttle slightly opened.
Can test function by shorting out pins on switch connector. Idle should
drop.
The trick is to determine which lead is common, and which goes to idleswitch
and which one to WOT switch.
You may also have some airleaks.

[Car is an '85 4ksq.
Recently, it has a high idle speed, about 1400rpm. It
is steady.
If I disconnect the wiring to the ISV the idle speed
drops to what it should be, about 800rpm and is
steady, also.
What should I look for?
