REe: fuel tank pressure

My guess would be a mis-plumbed vacuum line that controls flow from charcoal
cannister. It may be holding the control  valve open all the time. Under
boost, it would pressurize the tank. Under normal no/low boost, it would
certainly represent a big hole in the intake.
