'86 CGT failing emissions..ideas? tips to get it to pass?wheres the EGR valve?

my friend with the '86 CGT cant get it to pass Atlanta emissions..  its the 
2.2L.  also has a cold idle prob, runs rough till it warms up..    wheres the 
EGR valve?  any other tips to get it to pass emissions?
