Vent/AC Question

My 1990 90 has probably a vaccuum problem.  When driving the floor vents are
almost always open and the dash vents have minimal air coming through them.
I have checked the recir/fresh air vacuumm unit and it is OK.  Do I have to
remove the center consule to check the floor vacuumm unit flap controls?

Now for the A/C, does anyone have instructions for converting R12 cars to
R134 for the 90's of this age?
