What happens here in Norway is that the car owner is responsible for what he or
any other driver did, and the owner's problem if the one who drove wont pay.
Then the owner have to pay.

Same as DUI, the owner is responsible for the driver's condition. If the one who
loans the car is drunk and kills someone, the owner is held responsible for
laoning the car to a drunk person.
