A4 Boost problems...

OK guys, I'm really stumped on this one...

The Car: 1997 A4 1.8T quattro 5 speed

The equipment: K04 turbo, GIAC chip, 5 bar fpr, borla
exhaust

The symptoms:  Surging at WOT when I go to WOT in 3-5
gears and I'm under 3500 rpm.  

What I've done:  Changed the wastegate frequency
valve, the boost dump valve, checked all boost hoses
multiple times, tried different ECU's and chips,
swapped in another t-body.

I found with the VAG tool that my t-body wasn't
reading full throttle as such.  I got another one from
a friend (the throttle position sensors on the A4's
aren't seperate from the t-body, grrrr), and while I
no longer have the surging problem (yeehaW!) I have a
worse problem...

It's now hesitating under WOT and not boosting to
anywhere near where it should.  When I go to WOT I
should be seeing 20+ psi, instead I see 13, then it
drops to 10, then it slowly moves to 13 again. 
Hesitating and sorta bucking as it goes, very little
power.

However, if I just tip in I boost to 15 right away and
hold it.  If I tip in, then go to WOT again
hesitation, loss of power, etc.

I'm getting *really* frustrated by this as I don't
know what step to take next.  Help!
