Audi 100 Fuses

I have observed that there is some apparent disagreement between the fuse
locations and indentifications in differenct sources. In particular,
the Bentley  section 97.7 disagrees with Bentley section 275 on some of
the fuses (e.g., #21). 
Bentley also seems to disagree with the label inside the fuse box cover on
my car (not counting things like rear wipers which my car does not have).

The particuluar fuse which in troubling me is #21. On the label in my
car it says:
	"25/10 Auxilary fan and circulation pump,/diagnostic, KE3
		(California)"
the "25/10" refers to the fuse amp. There was a 10 amp, fuse in the car.

Bentley section 275 (and in the wiring diagrams) indicate that #21 should
be 25 amp and appears to be for the diagnostic and fuel injection control
system.
Bentely section 97.7 says #21 is not used. I'm inclined to agree with
section 275 since this morning #21 was blown and as a result I was not
able to do the diagnostic.

Anyway, the question is should I have a 25 amp or 10 amp fuse in #21, and
in general what is the correct fuse arrangement for a  1990 Audi 100
(i.e., which source should i put the most trust in)?
