If you can easily get to the housing, do it with.  At least one, if not all 
of the pump to housing bolts will break. Steel bolts, aluminum 
housing--chemical reaction.  I've only had to replace a couple housings, but 
I do ok heating aluminum with a torch, and have spent a lot of money on stud 
extractor sets.  Honestly, I can't remember how much stuff is in the road on 
a 4k, but some VW's housing are a 10 minute job, others are a few hours, 
depending on accessory mounting.(better than another day wait)  And yes, 
while the t.belt doesn't run the water pump(if it does, always replace it) 
you still need to pull it again to change the pump 6 months from now.
