AC Problem

I'm having the following problem with my Air Conditioning.  My blower motor 
has been taking progressively longer to come on.  When the blower does come 
on, it works perfectly.  That is until I shut the car off and start it up 
again.   Could this be the Delco climate controller going bad or is the 
blower motor going bad?  Which should I hope for?
