Simple test for the blower motor (requires a DC voltage meter):
1. Disconnect power connector from blower motor.
2. Fire up the Climate Control.
3. Set fan to high, should get +12V DC at the power connector
4. Set fan to low, should get +6V DC at the connector.

If no to 3 and 4, problem lies elsewhere in CC System (blower control unit).
If yes to 3 and 4, blower motor is "lazy" - one of the first signs that it's
on the way out.  Give a squirt of WD40 to brushes (under cooling hose on 
blower unit) and pray.
