Sounds right. Most cars engine speed sensors read every flywheel tooth, so
the light will appear to be constantly on. Reference sensors and TDC
sensors pulse once for each cyl., or just at TDC on number 1, from pins or
tabs on the flywheel, so the pulse is more obvious.
