Interesting site, lots of good info for diagnosing and repairing cars that
fail emission tests and well worth reading if you do your own work or even
if you pay someone else big bucks to fix your "polluter". Great tips on what
component to check for each type of emissions test failure.

The darker side is that it shows how lucrative the Emissions Business has
become and how entrenched it is in the government. Little chance of slowing
down this juggernaut. Appendix G lists the "achievements" of the
environmental hired guns who drafted the report and some of the "next step"
recommendations: underhood tamper detection devices (downloaded during your
next inspection?), remote sensors (currently in limited use), extreme
scrutiny of testers / repair techs utilizing computer searches of emissions
testing databases and other "improvements" to the emissions testing systems
now in use.
