Mooo noise from steering

Same kind (I think) of thing happened to me last summer.
In my situation (´91CQ)  the reason was the steering
column flange, which is located near pedals. It`s bushing 
got dry and became noisy.

All I did, was to cover the surrounding areas with some rags
and sprayed (flooded:) that flange with WD40 or something 
like it, while turning the wheel same time. Helped in my case.
