Certainly on both of my engines, the actuating axle carrying
the idle switch closes without resistance. The dashpot
catches the (coaxial) spindle carring the butterfly valve and
damps the closure. There's a distinction fraction of a second
between the two operations.
Most of the cases of over-revving between gears I've seen
have been intermittent - the car will do it for a day or two, and
then stop. I don't have a single cause - I just clean the
throttle body and ISV, and clean the contacts on the ISV
controller in case it isn't seeing rpm cleanly.
