Powder coated? I would have expected an akuminium
component to be anodised, in which case the only way to
remove the colour is to remove the top surface of the metal.
Heat sinks are anodised and not painted because their whole
purpose is to exchange heat with the environment and paint
is an insulator.
One of the halls at CeBIT this year contains about twenty
exhibitors doing nothing but heat sinks. Some fascinating
ideas.
