grinding can work but is slow going.  There might be a solvent that will
eat into it - but there might not be!  Try MEK.

and in all this "fun" wiht flammable and toxic chemicals, be sure to
work with ventilation and safety equipment!

strip the car of anything that can't handle 400 degrees F, hope there is
no Bondo, and bring it to Universal Powder Coat in Newington NH, or
anywhere else with a large oven...
