I'm not certain about the surging part of the fuel injection you referred
to, but I do know this. Your mixture is off. That item I've been leading you
to check with your meter. This can cause the 2341 code because the O2 sensor
is at it's voltage limit because the mixture is not even close. If you are
paying to have this done, make sure the mechanic knows that you would like
any vacuum leaks fixed that may have caused the lean condition in the first
place. Otherwise he will be compensating for leaks if there are any and your
car won't be the beast it could be on the highway. My other thought as to
the fuel injection surging test, that is most likely a test with the static
mixture adjustment assumed correct, which yours is not. Sorry I can't help
more than this.
