I think you are correct.  Most likely the pivot ball thingie (I'm not
super familiar with the type 44 arrangement so take this with a grain of
salt) is disintegrated and loose, forcing you to do that weird push down
thing to get the rest of the linkage to go where you want.  I'd suggest
an exploratory mission into the console to look for broken parts in that
area.  Dealer can usually get these things once you figure out what you
need.  maybe Blau or TPC can, too, at a better price...
