Yup, I have the same problem, it seems that the ISV is staying open...
If I unplug the ISV then the idles drops away normally... my idle is running
high, but that may be a different issue.
Pulled the ISV out and cleaned it and the ISV itself seems to open / close
flawlessly...
must be getting a signal when it shouldn't be...
does the isv always run, or only when cold / on starting... will
disconnecting it affect fuel economy, fuel mixture or anything else?
I assume that it buzzes when operating, given the clunk it swaps over with,
and the fact that it uses pulses to regulate the air, when should it run,
and where should I look to fix it...?

be stuck all the way open or too far open which would cause fast idle, and
since there wont be as much vacuum, you will get less engine braking too.
