    Well according to the wiring diagram all those components all feed from
fuse 28, also it says they all run from D11 which is a welded positive
connection in the right side engine wiring harness, not sure what that
means.  So make sure to check the fuse 28, the one under the motor sticker.
The actual fuel system ECU is powered by fuse 19 so we know that is working.
Though it needs fuse 28 to power the OXS heater, CSV, ISV (though that is
only for 1990, before that it has it's own feed), idle and WOT switches, and
the carbon canister solenoid.  So I am tempted to think that the ECU is fine
and this D11 line is not intact.

    I would get out your trust dusty multimeter and test the lines at fuse
28.  Look for continuity from the outgoing (+) plug on in fuse bank 28 and
those components.  If none of them show continuity then I'd think that
welded positive D11 thing is busted.  Maybe find where that D11 welded
positive connection is at, Bentley says in the harness on the right side of
the engine...
