Climate control problem - 92 100CSQ

Having problem with temp control.  Blows hot air except when set all the way to LO.  Air flows out the appropriate vents (up or down) according to the temp setting.  Shows error codes 8.5 (temp regulator flap static block)and 11.7 (Central flap sporatic block).  How do I check further?  Where is the temp flap motor located.  Someone told me engine compartment under the panel below the windshield wipers.  Don't see it there.  That may be for earlier models.  All suggestions are appreciated.
