'92 Audi 100S in northeast IL

I think it's time I let my baby go.  It's a '92 100S FWD sedan with 5spd,
sunroof, ABS, AC, heated front seats, 115k miles.  The body is in excellent
shape, the vehicle has never been in a major accident.  I know the first
owner, and have all records back to its purchase.  It has a reciever hitch
installed (D'Lan, the only one that's made to fit this car).

Honesty time: the vehicle won't pass Illinois's strict new emissions test
(run on a dynomometer).  It fails HC (~1.6 vs. limit of .8 g/mile).  So this
vehicle could only be sold to areas that are not part of the test zone.  I
used to live in such an area just 1 yr. ago, but we moved 6 miles east and
smack into the testing zone.  Rural IL or WI are prime for this car :-)

More honesty:  the car has never run better!!  In trying to pass the
emissions standard, I have had a new DS catalytic converter put on, a new
EGR valve solenoid, and a complete cylinder head rebuild.  It used to
consume oil at about a 1/2 qt. every 350 miles.  Since the cyl. head rebuild
it is using no oil.  There are no Check Engine codes stored in the ECU.  I
average about 23-24mpg.

I really don't like the State depriving me of my property (and demanding
that any emissions repairs are performed at a qualified mechanic ONLY).
This is a great car, and one I am/was counting on to last me another 100k+
miles.  My mechanic and I repaired everything that was diagnosed, but still
there's the High HC issue.  I'll probably replace it with a diesel - which
is exempt from the State's test.

A quick check of "traderonline" revealed similar cars (no idea of emissions
history) for around $6-7k.  If you're interested, I'm looking to get $4k for
the car.  I really don't want to trade the car in to a dealer and let it go
to just anybody.  If you have suggestions to try and get the emissions
numbers down, let me know because I'd love to keep this car.  The killer
fuel additive (just for testing) is NLA on the open market - AFAIK.
