It's not so much attached as pressed into place and held there by the
arrangement of the parts. At least that's the case in the '86 and '87 5Ktq
trunks I've explored. If you remove the tail light panel and start pulling
on the upper edges of the liner under the top of the fender, you should be
able to disengage the top of the liner. Then you sort of pull up, out, to
get it coming out of the lower area. Lotsa wiggling, tugging, pushing and
pulling and you can get it out.
