It means that there was a minor oil leak at a oil passage plug. In order to make
these passages, the factory just have to drill it up and plug the end hole
afterwards. The plug had a leak, and they put some RTV on it to stop the leak.
Probably not critical, just cosmetic (and environmental. A car does not pass
biannual inspection if it leaks too much, it goes under the same category as the
exhaust)
