sticky tach (explained)

Since I didn't get any responses, I thought I should explain it better.
What I mean by a "sticky tach", is when I start the car up, the tach needle
doesn't move.  To get it to work properly I have to flick the plastic window
with my finger (often repeatedly).

I have a sticky tach!  I've had this problem ever since I got my 4kq and
it's rather annoying.  It only happens when it's warm/humid outside.  Has
anyone experienced this problem?
