4kq issues + flasher

Oh, one more confounding thing.

The turn signals work correctly, but the emergency flasher either doesn't
come on at all, or indicates is on but no flash.  I tried several flasher
relays, all producing the same results.

Is there another relay for the emergency flasher system?  The one I tried
swapping out is directly behind and attached to the Instrument cluster.  I
also tried some other (used) emergency flasher switches - no difference.

The Bentley diagram is not to clear on this.
