I would expect that would be the worst thing for the handbrake system.
Non-use of mechanical things in general allows the lubrication to "dry out"
and corrosion/binding to set in.  This seems to be particularly on the
handbrakes IME.

Replace Cables - if worn or binding.
Unstick the caliper cam(s)
adjust
lubricate moving parts, and ends of cables
Use it periodically, as it is when the brake hasn't been used in awhile, it
is most likely to stick.

Even when I get mine working I never use it, I've had too many begin
sticking unexpectedly and cause bigger problems.  I just put clear tape over
the brake handle, last week after my wife used it and I had to crawl under
to pull the cable back, to release the brakes.
