ISV Question - One More Time

In my last message I neglected to mention the model of the car.  Sorry.

Troubleshooting a high idle problem on my 1988 5KSQ (non-turbo), I removed
the ISV for testing.  Application of 9vdc causes the valve to rotate
smartly.  A solid metallic "click" is heard when power is applied and also
when power is taken away.

However, I am able to blow through the valve in both positions.  When at
rest-no power applied, I can see a 1/16" gap or space that allows the
passage of air from one outlet/inlet to the other.

Question:  Is the ISV supposed to be completely closed when no power is
applied?
