Looking for 4kq steel wheels

My brother's got an '86 4kcsq, and he's looking for a set of steel wheels to
mount snow tires.  I've seen that tire rack sells them, but it's over $120
for the set.  Since the car only cost $350, he really doesn't want to spend
that much money on it, and being on a tight budget he still wants to have
enough money left over for some good snow tires.  Is there anyplace to get
used steel wheels, or even a set of really ugly alloys?  We live near Green
Bay, WI, none of the local salvage yards have any.
