Eurolight adjustment

How does one adjust these - 100 style.  The ones on the 5000 TQ Wagon I just
got failed inspection.  Neither I nor the inspector could make the adjusters
move the light either up or down, or left to right.  The thumbscrew seems to
turn freely with no action on moving/adjusting the lights.  Also, one of the
lights actually seems loose in the housing, as I can jiggle it from behind.

Also,  very ironic. .one of the lights failed (low beam) due to low
luminiscity(light output).  I know they need to be relayed as the installer
did not - no lectures required here, but jeez I just want to get the car
thru MD Inspection.  I really did not see these as that dim compared to the
time I installed a set on another car and got the low beam polarity reversed
with ground problem.

Where's that link for the relay harness, as I may buy one this time due to
lack of time?

TIA for the replies..Sorry for not searching the archives - it puts to much
load on a low speed connection, and can be very time consuming.  Just to add
some grist for the mill of the current discussion on FAQ, et.al.
