Relays are to protect wiring, shouldn't make much difference in lumens 'till
your wiring is on the verge of melting and resistance spikes.  Both
headlights should be affected, unless it's a weak ground.  Look for rust or
condensation in the headlight, bad bulb, dirty socket, bad connection, wrong
wiring.  Good luck!
