Most '91 200q20v cars (that I've checked) seem to have this defect, so
appears to be a "factory defect" not result of damage, reinstallation, etc.
It's typical of what will happen when the liner and fender have slightly
mismatched dimension (radius of curvature, mounting holes,...)--something's
gotta give, and the plastic liner is what "gives". On my car the liners
were bulging on both passenger and driver side--in same relative location
toward the front of the wheel arch. Heating the area with a hair-dryer
(while applying some clamping force--a small C-clamp works fine) fixes this
in about 10 minutes (plus some cooling time). If the bulge returns (later
on) it might mean the temp wasn't sufficiently high and/or the heated area
wasn't large enough.
