switch LEDs replaced, still NG

I pulled my fog light switch, unsoldered the old LEDs,
soldered in new ones, and they still don't work. The
top (red) LED is fine. The paired white ones don't
light.

With the switch out of the dash, the lower (white)
LEDs work if I put 9V (battery) to their leads.
They also work if I put 9V to the switch's + spade
terminal and to the LED's - lead. But 9V to the
- spade terminal and + LED lead and the don't light.
So I figure there's a break in the negative side of
the switch.

The question is, Is it worth opening up the switch,
or should I just buy a new one?
