Hall sensors are totally static - the magnetic field need not be
changing or moving. However, I doubt that a cable carrying current
would generate enough of a magnetic field to trigger one.
Bicycle speedometers usually use a reed switch to detect the magnet
attached to the spokes - with the exception of the Avocet ring
which actually has 20 magnets which induce an AC current in a
coil sensor when the wheel is rotating.
