Heater core upgrade possible at all?

Actually, I rather liked the full on heat of my 4KQ, it only became
somewhat weak in sub-zero (Fahrenheit) weather. And that was on a 1 hr
highway commute. One other thing to check out is that the heater control
cable is allowing the heater valve to fully open. I had a kinda reverse
problem (couldn't get it to close), so I modified the lever by welding on
a second lever pulled from a junker so that I could set it to be able to
fully close in the summer, be fully open in the winter. That could be the
problem.
