Hi Joe,

Sorry for your loss.  Disclaimer:  I know almost nothing about this subject.
Having said that, can't you appeal to them to let you "repair" your car even
if you have to pay for part of it yourself?  Otherwise, if the car is ever
registered again, it will have the dreaded "flood" title which is worse than
salvage imho.  I've done it on 2 occasions for accidents, not flooding, when
the estimate to repair exceeded the car's blue book value.  Insurance
companies seem to be too quick to total out a car rather than repair it.

Good luck with establishing a value  you can defend.
