The V-belt in your case may be one or more of three belts: the
power steering pump belt, the A/C compressor belt, and the alternator belt.
If these belts are not correctly tensioned or worn/glazed, they are
going to slip on the pulleys and make noise.  Water on the belt and pulleys
will act as a lubricant and make matters worse.

The underbody cover acts as a water shield.
