Engine will not go over 3500 RPM

The engine, no matter if it is in neutral or in any gear, will not go over
3500 rpm. At idle, the car runs fine and starts with no real problem. I am
thinking it is the fuel filter or perhaps the f. pump relay (I have been
hearing the "crickets" clicking from the dash--see previous post) and hoping
it is not the pump or inj. Would a bad relay do this?

Any other ideas? Do I need the copper spacers to replace the f. filter?

PS what about accumulator and check valve? Could they be to blame?
